Minmatar are an interesting race, as they can cross train easily to just about anything else. Being split weapons and tank, it lets you easily move over into another race with minimal training (once you get your base skills up)
With that in mind, I'd suggest you stay with Minmatar for a while. If you absolutely have to cross train, it will depend on which school you want to follow: DPS, Drones, or Armor you'll want to go Gallente, as your gunnery skills will easily follow into blasters, and you'll already have the armor tanking skills needed. Missiles, Shields, or PVE you'll want to train Caldari. They are the king of missiles and shields and pve, and have some very good pvp ships, although few and far between.
There's a lot more to Minmatar than you can find out in 3 mil SP, but they are very skill intensive. Other races seem to get "good" with fewer SP. If you haven't already trained out your learning skills to the max you want to train them, you're already behind the power curve.
I'll toss out some of my opinions on ship types you posted: AF's - Minmatar are hands down the best AF's out there. Both are useful, which doesn't usually happen with the other races. Recon's - Minmatar have some excellant Recons, but so do some of the other races. I guess it depends on play style and what situations you see yourself in to be honest. Cruiser 5 is a pretty big time sink for a beginner to really consider cross training on a whim. Cov Ops - Other than the stealth bomber, the cheetah wins here with it's slot layout of 3, 4, 3. This let's you fit all of the sneaky goodness, with a few extras that other ships can't. Stealth bombers on the other hand, can be argued to different races. Caldari used to win here, but not so much after the stealth bomber change. Interceptors - If you want gang support or solo ability your choices will range greatly here. Amarr and Caldari are slightly better for solo work, while Minmatar can, but are far more suited for group and support work. HAC's - Pretty much each race has one or two great HAC's, except Caldari, which is arguable in pvp. PVE I'd have to say Caldari do fairly well.
In summary, if you are looking for synergy, any of the other 3 races can very well compliment a minmatar base, but you might want to stay racial for a while until you can really start to take advantage of something bigger than a T1 ship.
